Synopsis:
Billy Rose is on the run from both his gang boss and the police. He meets drama adjudicator on a practically deserted train. When he gets the chance he steals some of her clothes and then passes himself off as the adjudicator. Entrants in the competition try to bribe him. Then he discovers that both his old gang and the police are entrants in the competition
