In a galaxy of Anarchy planets and dictatorships, Federation Police and space pirates, the writers of the musical have based the characters, dialogue and place settings in a crime adventure story on the Elite computer game. It begins when Vetch, head of the space pirate syndicate, offers, and Lieutenant, an ELITE bounty hunter accepts a contract of assassination on the infamous pirate Cleavers, while the High Admiral of the Corporate States Police Federation orders two officers to infiltrate the space trade lanes to discover and destroy Cleavers.
