Fernando was born and raised in Laredo Texas. He graduated from the University of Texas in 1963. He started working as a journalist on the Houston Chronicle in 1968 and had various reporting jobs from crime to pop music. He rose through the ranks becoming copy editor, assistant city editor and news editor and is now an assistant managing editor. He teaches journalism at the University of Houston. In 1991 he was a Pulitzer Prize juror.
